With six of the last seven grand finals being won by a team from New South Wales, the state has been dominant in producing NRL title winners in recent years.
As the highly-anticipated 2025 NRL campaign comes into view, here’s a look at the odds for which team from NSW can finish highest on the ladder come the end of the regular season.
Penrith Panthers - 2.85

Winners of the last four grand finals, this Penrith Panthers era will go down as one of the best in the NRL’s history.
Penrith’s consistency has been unprecedented over recent seasons, but it will be interesting to see how they cope in 2025 following the departure of big-name Jarome Luai to Wests Tigers.
The Panthers finished second on the ladder last season behind Melbourne Storm and are 2.85 favourites to be the top NSW team in 2025.
The Cronulla Sharks came on leaps and bounds last season and ended up finishing in fourth place on the ladder.
Looking to build on that impressive campaign, Sharks boss Craig Fitzgibbon will be hoping his side can kick on and challenge the likes of Penrith and Melbourne once again.
The Sharks are 6.00 to finish the highest NSW team on the ladder next season.
Despite finishing down in seventh place on the ladder last term, the Manly Sea Eagles are the third favourites to be the top NSW team at 7.00.
Bringing in the likes of Jazz Tevaga, Aitasi James, Clayton Faulalo and Dean Matterson ahead of the 2025 campaign, expectations of what could happen at Manly next season are moving in a positive direction.
The Canterbury Bulldogs were a side who also made steps forward last season as they desperately look get back to the top of the game.
2004 champions Canterbury claimed sixth spot last term, finishing just one point ahead of the Sea Eagles at the end of the regular season.
The Bulldogs are moving in the right direction and are 8.00 to finish as the top NSW team next season.
The 2024 NRL season was one to forget for the South Sydney Rabbitohs, as they finished all the way down in 16th place on the ladder.
Winning just seven of their 24 games, only rock-bottom Wests Tigers recorded fewer victories than the Bunnies.
At 11.00, Souths have some serious ground to make up on their local rivals to finish as NSW’s top team next season.
Considering they finished the second-highest NSW team behind the Panthers on the ladder last season, it’s somewhat surprising to see the Roosters out at 11.00 in this market for next term.
The Roosters have lost some big names, with the likes of Luke Keary, Jared Waarea-Hargreaves, Michael Jennings, Joseph Manu and Joseph Suaalii all moving on.
Those voids will need to be filled and players will need to step up if the Roosters are to be challenging at the top end of the table.
